OSACS Recruitment 2013:For Laboratory Technician Vacancies:- Orissa State Aids Control Society (OSACS) invites applications for citizens of India for filling up the Scientist, Senior Personal Assistant, Stenographer such other candidates declared eligibility by the Orissa State Aids Control Society (OSACS) Government of India to fill up the following various posts.
OSACS invites applications from suitable candidates to fill-up 147 nos. of Laboratory Technician posts on contractual basis to be posted in different districts according to the vacancy places for implementation of HIV/AIDS programme in the State under NACP. The monthly remuneration range is Rs. 8,000/- to Rs. 12,000/- and to be revised from time to time as per NACO guidelines.

Name of the Post: Laboratory Technician
Number of Vacancies: 157-Posts.
Educational Qualification : Two years Diploma in Medical Laboratory Technology, from any AICTE affiliated Institutions. [OR] Science Graduates with One year experience in any Medical Laboratory Accredited by the National Accreditation Board.
Pay Scale:Rs. 8,000/- to Rs. 12,000/-
Responsibilities:Undertake HIV testing according to standard laboratory procedure. Keep the facility neat and clean at all times. Ensure that adequate stock of consumables and rapid HIV diagnostic kits are available in the ICTC. Keep a record of HIV test results as well as a stock of rapid HIV diagnostic kits and consumables. Ensure the maintenance of all laboratory equipment. Scrupulously follow internal and external quality assurance procedure. Follow universal safety precautions and strictly adhere to hospital waste management guidelines.
Age Limit: Eligible candidates for above the age of 21 years & maximum age limit is 60 years as on 01.09.2013.
Age Relaxation:
- Age relaxation is applicable for SC/ST candidates by 5 years & OBC candidates by 3 years as per extant Rules. OBC candidates should bring along fresh non creamy layer certificate

Selection Process:Selection will be made on the basis of interview after screening/ shortlisting. The process include a written test.

About the Orissa State Aids Control Society (OSACS) :
National AIDS Control Programme is being implemented through National AIDS Control Organization (NACO), New Delhi, under Ministry of Health & Family Welfare, Government of India with the support of DFID & World Bank fund. Accordingly autonomous organizations namely; State AIDS Control Societies have been formed in each of the States for smooth implementation of the programme.
From 1992 – 1999 = National AIDS Control Programme, Phase – I (NACP-I) was implemented by Government of Orissa under Director, Health Services.
From 1999 – 13.07.04: – Programme under NACP –II was implemented through Orissa State Health & Family Welfare Society under the name of State AIDS Cell (SAC).
From 14.07.2004 – 05.07.06: – As per the direction of NACO, a new Society, i.e., Orissa State AIDS Control Society (OSACS) was formed and has been registered under Societies Registration Act XXI of 1860 vide Regd. No. 21886/64 of 2004-2005.
The Governing body of OSACS has 29 members and is presided by the Hon’ble Minister, H & FW. The Executive Body of OSACS has 21 members and is presided by the Commissioner-cum-Secretary to Govt., Health and Family Welfare Department.
HIV/AIDS is closely associated with gender inequality and socio-cultural norms about masculinity and femininity. It is also associated with unequal power relations and decision making capacities between men and women.
Mainstreaming Gender in HIV/AIDS programmes means a number of includes:
- An understanding of the nature and extent of vulnerability to HIV infection of women and girls, and putting the rights of women central to programmatic responses aimed at curbing HIV spread to women.
- An effort to provide equitable access and control over resources, including information; skills; services; and power to both men/boys and women/girls.
- Understanding social, cultural, economic, political and institutional barriers experienced by persons living with HIV. The barriers for men/boys would be expected to be different from those for women/ girls, and this needs to be included in programmatic responses.
- Understanding the differential impact of HIV on boys/men and girls/women at various levels – household, community, society and in the context of social as well as economic parameters- and to design differential strategies for both genders.
- Understanding that a rights based and participatory approach is required for interventions.
